The Bureau is the designated agency tasked with implementing and enforcing the minimum wage, paid sick leave, and wage theft program of the Minimum Wage Ordinance (MWO) established by the City Council Ordinance in June 2015. OWS consists of two sections tasked with effectively implementing and enforcing the MWO.

The Information and Outreach Section focuses efforts on informing businesses and employees about minimum wage and paid sick leave requirements and administering an on-call personal services contract for community outreach and other specialized services.

The Investigation and Compliance Section investigates complaints of wage underpayment and sick time violations and issues findings and assessments of wage and sick time restitution and penalties where applicable.

A third unit, headed by the Hearing Officer, resides outside of the OWS under the direct supervision of the Bureau Director and handles appeal hearings and collections.

Effective on January 22, 2017, the OWS will also be tasked with enforcing the Los Angeles Fair Chance Initiative for Hiring (Ban the Box) law.
